An additional two individuals have been arrested related to a theft at Heathrow Airport where 21 people were injured by a substance believed to be pepper spray, according to law enforcement.

A 24-year-old man, was arrested in the Lambeth area on suspicion of theft and assault and a 23-year-old woman was detained on suspicion of conspiring to commit a robbery. They both remain in custody, authorities confirmed.

The arrests follow an investigation into an attack at the multi-storey car park at Terminal 3 on Sunday. Before the incident, a pair of female travelers had stolen from them their luggage upon exiting a parking garage elevator.

A three-year-old girl was one of the injured in the event. Five people went to hospital for medical care and were later discharged.

Officers arrested a man in his thirties on suspicion of theft and assault near the location. He was subsequently released under investigation as the investigation proceeds.

Police were called at about 8:10 in the morning GMT after reports came in regarding several individuals hurt by an irritating chemical believed to be pepper spray.

The attack - which police said was isolated and not being treated as an act of terror - resulted in train delays and the temporary shutdown of the Central Terminal Area tunnel and the T3 parking facility briefly.
